What To Expect This Legislative Session

Republicans are in the minority for both houses, but Democrats do not have the super majority of 28 seats in the Assembly that they held in 2023. 

Expect an offensive Democrat party as well as a defensive Republican party. Remember, Governor Lombardo vetoed 75 bills in 2023. He will have a tough balancing act, since he is up for re-election in 2026. As Victor Joecks has mentioned in his Las Vegas Review-Journal column: The Governor will need our support for his agenda! That means we need to get involved sending emails, voting for or against certain bill proposals on the NV Legislative Information System (NELIS), and testifying in person or on the phone on key issues.

Good Bills vs Bad Bills

The "good"...

SB5: Removes the prospective expiration date of the Office of Small Business Advocacy within the
Office of the Lieutenant Governor, thereby making the office permanent 

SB105: Allows for Medicare-eligible persons to purchase any supplemental plan

SB112: Requires public and private schools to designate athletic teams based strictly on biological sex at birth, creating separate teams for males and females

SB131: Requires the Department of Education to create age-appropriate curricula for the teaching of
human-trafficking prevention for grades 6 through 12

SB 223: Significantly increases criminal penalties for sex trafficking and facilitating sex trafficking of children

AB33: Creates the office of Nevada Inspector General

AB64: Provides any person the right to speak for three minutes during a period devoted to public comment

AB81: Establishes “Pacific Standard Time” year round

AB104: Creates a comprehensive water management and conservation program designed to address water scarcity and protect groundwater resources

AB44: Expands the Unfair Practices Act to include additional punishments for businesses
accused of manipulating the prices of essential goods or services, thereby potentially stifling competition

AB61: Establishes a demonstration toll road project, thereby “opening the door” to statewide toll roads

AB67: Creates a trust fund for low socio-economic individuals born after 1 January 2026, providing each with a claim at age 18 to be used for specific purposes, thereby promoting further government dependency using taxpayer funds

AB205: Revises parental-signature forms for sex-education curricula enrollment from an “opt     out” to an “opt in,” thereby undermining parental rights

AB217: Prohibits federal, state, and local police/officials from entering school grounds when enforcing federal immigration laws

AB268: Provides universal free breakfast and lunch for all students regardless of family income, thereby adding an additional $43 million to an already inefficient school meal programs

AB306: Establishes a specific number of ballot "drop boxes" to be available from the last day of early voting until the day before Election Day.

AJR6: Urges the United States Congress to expand the Social Security Fairness Act. An argument is made that the current act and any expansion will increase the financial  challenges posed for the Social Security Administration
